Mark Carney's campaign platform promised to save the government $13 billion every year until the year 2028. And that was said to be possible through increased government efficiency. Experts say that won't be easy, especially once you factor in Canada's defense spending NATO commitments, which continues to beg the question, how's the Prime Minister going to get it done? So here's the situation. Carney is promising to spend 5 percent of Canada's GDP on defense by 2035, a pledge that will mean billions more in spending per year and the biggest increase since the Second World War. That makes these proposed cuts that much harder to accomplish. This new report from the Canadian Center for Policy Alternatives suggests those savings would mostly be through layoffs amounting to a 24 percent cut in government spending. The reports author says that will inevitably diminish the quality of the public service and the pitch of mostly cutting consultants won't be enough to achieve the government's goal. What that probably means is that D&D, which makes up over a quarter of all operating expenses, is off the table now because you're not going to increase the budget by 9 billion this year and then cut it again two years from now. You're going to keep increasing it because you're trying to get not only to 2% but probably to 5% in the end. So D&D off the table, that's a quarter of your operating expenses off the table that then has to be made up for by the rest. McDonald ads these proposed cuts would likely hit the public service harder than those made during the Harper era, suggesting they would impact services right across the board.
