Starting seeds for hydroponics is easy to do with rock wool cubes. They're fairly inexpensive and keep an even level of moisture on your seeds. Start by soaking your cubes and letting them drain. You don't want them sopping wet and drowning your seeds. I recommend using tweezers to grab the bigger seeds and slide them into the middle of the cube. But for the smaller seeds, try using a wet toothpick to glide them in. Slap on your label, then your lid and store them under some grow lights. Once they sprout, you decide on the container and method you want to grow them. I have videos to help along the way. Voila.
